Method
- Soak chilies, then blend with onion, garlic, and tomatoes.
- Place beef in Crock Pot, pour chili mixture over. Add broth, vinegar, oregano, cumin, bay leaves, salt, and pepper.
- Cook on low for 8-10 hours until beef is tender.
- Shred beef and mix with sauce.
- Fry tortillas, fill with beef, and fry again briefly.
- Serve with broth and garnish.
