- Preheat oven to 350°F (175°C). Line a baking sheet with parchment paper.
- Cook ground beef with sliced onions and bell peppers until browned and softened, then drain excess grease.
- Add Worcestershire sauce, salt, pepper, and cream cheese to the beef mixture; stir until melted and combined. Set aside.
- Create 8 cheese circles on the parchment with shredded cheese, spacing them 2 inches apart. Bake for 8-10 minutes until golden and lace-like.
- Let cheese circles cool briefly, then place 2 tablespoons of beef mixture on each. Roll or fold the cheese around the filling and cool for 2-3 minutes to set.
